Collective bargaining with the Vancouver School Board for a renewed collective agreement for IUOE members is now underway. We have held two bargaining sessions with further dates set for June and July 2019. While still in the early stages, the parties are making steady progress with agreement on a number of housekeeping matters.
Collective bargaining in the K-12 Sector is in two parts: a Provincial Framework Agreement and a Local Collective Agreement.
The Provincial Framework Agreement (“PFA”) was negotiated in July 2018 and it sets out matters such as wage increases and benefits. This PFA is fully-funded by government. In other words, there are no cuts or concessions required to pay for our well-deserved and modest raise of 6% over three years. This PFA applies to support staff unions in BC and will be voted on by IUOE members at the same time as we ratify a local collective agreement.
A final important note: While negotiations are underway the terms and conditions in our existing collective agreement (July 1, 2014- June 30, 2019) remain in place. The employer cannot unilaterally change terms and conditions of employment while we are engaged in bargaining. Further, the PFA provides an increase of 2% effective July 1/19. Should the parties reach agreement after this date (which is likely) the raise will be retro-active to July 1, 2019.
